A provisional government organized April 2, 1860, for Southern New Mexico then including Arizona. Lewis S. Owings was installed as governor on April 4th.

Appointment and commission by L.S. Owings, governor of the provisional government of the Territory of Arizona of Samuel W. Cozzens, judge of the first judicial district, done at Tucson on the 5th day of April, 1860. Collection contains autographs of L.S. Owings and James P. Lucas.
