Cozzen's Appointment Certificate

A provisional government organized April 2, 1860, for Southern New Mexico, then including the Territory of Arizona. Lewis S. Owings was installed as governor on April 4th. Owings appointed and commissioned Samuel W. Cozzens as judge of the first judicial district in Tucson, AZ on April 5th, 1860.

The collection contains autographs of Lewis S. Owings and James P. Lucas.
