Louis C. Hughes (1844-1915) was an Arizona pioneer, lawyer, newspaper publisher, and politician. Hughes established the Arizona Daily Star in 1877 and remained publisher until his death. He served as district attorney, probate judge, attorney general of Arizona, U.S. Court Commissioner, Governor of Arizona from 1893 to 1896, and chancellor of the Board of Regents from 1897 to 1898. He was also a member and secretary to the Board of World's Fair Commissioners for Arizona from 1893 to 1896.

The collection contains a letterpress copybook of Hughes’ correspondence while serving as Governor of the Arizona Territory. The letters pertain to references, appointments, recommendations, the territorial prison, and the Board of Regents.
