Sacks (1894-1971), a retired physician with a passion for historical research, describes in intricate and absorbing detail the political maneuvering that commenced with the Gadsden Purchase in 1854 and culminated in the organization of Arizona Territory in 1863. While identifying the broad regional and national interests lobbying for admission, Sacks focuses on the efforts of four individuals—Sylvester Mowry, Charles Poston, Samuel Heintzelman, and William Wrightson—who publicized the territory’s commercial potential and gathered Congressional support.
