While identifying the broad regional and national interests lobbying for admission, Sacks focuses on the efforts of four individuals—Sylvester Mowry, Charles Poston, Samuel Heintzelman, and William Wrightson—who publicized the territory’s commercial potential and gathered Congressional support.
